Which regulator's marketing rules apply to a crypto campaign in the UAE?
It depends on where the firm is licensed. VARA regulates virtual assets across Dubai's mainland and free zones except the DIFC; the federal Capital Market Authority, which replaced the SCA on 1 January 2026, covers the rest of the onshore UAE; and ADGM's FSRA supervises firms in Abu Dhabi Global Market. Check with your compliance adviser before briefing an agency.[10][12][14][15]

Can an agency market an unlicensed crypto project to UAE users from Dubai?
Not for virtual-asset activities. VARA's rules say such marketing may only be carried out by a VARA-licensed VASP, or on behalf of and approved by one. An entity is outside the rules only if it is not located in Dubai, does no virtual-asset activity there and does no marketing in or targeting the UAE.[7]

Is the agency liable if a crypto promotion breaks VARA's rules?
It can be. The client stays responsible for marketing done on its behalf, but the agency must take commercially reasonable steps to comply, check the client may market in or targeting the UAE, and get approval before publishing. VARA can fine a third party up to AED 2 million for breaching those duties.[8][9]

How does ADGM treat crypto advertising?
The FSRA expects all communications by an ADGM authorised firm, including advertising and investment materials, to be made in an appropriate manner, with policies to comply with the FSMR rules on misleading statements. A firm licensed only as a virtual-asset broker must design its marketing so that it does not give the impression it runs a trading venue.[15]

Do crypto influencers in the UAE need a permit or registration?
Since 1 February 2026 the UAE Media Council has required an advertiser permit for anyone creating advertising content in the UAE, paid or unpaid, and organisations must check the people they work with hold one, Gulf News reported. Separately, CMA Resolution No. 10/R.M of 2025 regulates finfluencers who recommend buying, selling or holding a virtual asset.[13][18]
- 06
What must a crypto advert targeting the UAE say?
Under VARA's rules, marketing of a virtual asset must carry a prominent disclaimer that it may lose its value in full or in part, and state that investors can lose everything and have no financial protection. It must not include a call to buy, imply safe or guaranteed returns or create urgency, and paid third-party posts must be labelled.[8]

How should we handle personal data in UAE crypto campaigns?
The UAE's Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, prohibits processing personal data without the owner's consent except in limited cases and lets people correct data or restrict and stop its processing. VARA also requires marketing to comply with UAE data protection and consumer protection law.[8][19]

Should we pay a marketing agency in tokens?
Paying in tokens can tie an agency's interest to your token price rather than to lasting adoption. MxD Digital says it takes no tokens as payment and quotes a price that is published in the proposal, fixed for the duration and set against scope; ask any other agency how its fees work and whether it holds client tokens.[1][4]
